CHUGACH ELECTRIC IBEW UNION CONTRACT MAJOR PROVISIONS

The current labor contracts expire on 6/30/2006. These contracts have not been fully negotiated since 1987!  Chugach board for the first time in 13 years had the flexibility to negotiate a fairer deal for the public in 4/02 when it torched $20 million in Anchorage ratepayer monies when it skipped negotiations.  From 8/8/90 to 6/30/03 binding interest arbitration prevented Chugach from any effective way of changing these costly contracts.  See Anchorage Daily News (Voice of the Times) OpEds:  4/20/05  3/30/06      Extension History

WORKING IN A HIGHER CLASSIFICATION Paid higher class rate for work and remainder of the day including holdover if performing work in a higher classification.  No reduction for working at lower job classification. Minimum of 2 hours of higher pay if performing work in a higher classification for more  than 30 minutes.  No reduction for working at lower job classification. Paid higher class rate for work.  If working out of classification over 75% of pay period, whole pay period at higher classification rate.
SHIFT DIFFERENTIAL 5% differential for anyone working from 7:00 PM to 7:00 AM Built into job classifications and wage rates 10% differential for swing shift, 15% for night shift
HOT-STICK WORK (over 5000 volts)    - 15% above applicable hourly rate     -
HIGH WORK (above 70 feet)    - straight time above applicable hourly rate; minimum of 2 hours of high time pay    -
LATE MEAL OVERTIME    - Double time for work beyond one hour past shift midpoint without lunch break plus lunch at 1/2 hour straight time     -
ROOM & BOARD Employer (CHUGACH) provides room & board -- Each employee will have his own room & not be required to double up -- IBEW INTERPRETS DOUBLING UP TO INCLUDE WHEN EMPLOYEE IS OFF SHIFT.  When off-shift, the room is to remain empty.    -  -
