CHUGACH ELECTRIC IBEW UNION CONTRACTS  www

The current labor contracts expire on 6/30/2006. These contracts have not been fully negotiated since 1987!  Chugach board for the first time in 13 years had the flexibility to negotiate a fairer deal for the public in 4/02 when it torched $20 million in Anchorage ratepayer monies when it skipped negotiations.  From 8/8/90 to 6/30/03 binding interest arbitration prevented Chugach from any effective way of changing these costly contracts.  See Anchorage Daily News (Voice of the Times) OpEds:  4/20/05  3/30/06    MAJOR PROVISIONS   WAGE HISTORY GRAPH

EXTENSION HISTORY OF THE THREE IBEW CEA CONTRACTS
CPI = Anchorage All Urban Consumers Consumer Price Index; in all cases a minimum of 1% increase and maximum of 4% increase unless it is a "no increase year".  NOTE:  EXTENSIONS IN 4/90 AND 1/93 WERE HIGHLY CONTROVERSIAL MOVES BY IBEW UNION DOMINATED BOARDS RIGHT BEFORE ELECTIONS WHERE THEY FEARED LOSING CONTROL TO CONSUMER SYMPATHETIC CANDIDATES.

CHUGACH BOARD THROWS AWAY CHANCE TO NEGOTIATE A FAIR DEAL FOR RATEPAYERS.  ACCEPTS IBEW UNION FIRST OFFER WITHOUT NEGOTIATIONS.  GRAVY TRAIN AT RATEPAYERS EXPENSE TO CONTINUE FOUR YEARS TO 6/30/2006.  MORE
4/20/05    What will the board do?  Pull another contract extension giveaway until 2009??  That's what both the IBEW UNION and MANAGEMENT want! 
      CHUGACH CONSUMERS SUCCESS!!!   Actions stopped IBEW Union dominated board from extending this contract eight days before a new consumer sympathetic board takes office.  
4/27/06    WHAT WILL HAPPEN IN THE BOARD ELECTION???  Will the IBEW Union take the board over again and stop real contract negotiations??  Yes, the IBEW Union employees dumped $200,000 into the election, took over the board again and 6 months later came up with the most outrageous labor giveaway in 18 years.
 


Generation Plant Contract

Rushed through at the "lame duck" 4/25/07 board meeting just prior to announcement of board elections a few days later.

11/8/06 CEA Offer to IBEW Outside Contract  Stopped by court injunction 12/7/06; passed by board on 12/19/06.

Office & Engineering Contract

This was passed after 11/14/2007

The good news is that for first time, IBEW employees must pay 60% of Health and Welfare INCREASES ONLY in 2011 and 2013.  And if CEA fails to make 95% of RCA approved TIER than wages can be reopened.  The very bad news is that binding interest arbitration is creeping back in the IBEW labor contracts.  The wage reopener will go to an arbitrator.  A CRIPPLING precedent to be bringing back in these contracts that we worked hard to get removed on 6/1/00. 

Board Policy 135 Approval of Collective Bargaining Agreements requires:
• Written cost benefit analysis detailing anticipated costs.

REMEMBER:  All of this refers only to the hourly rates; double & triple time not affected; the costly featherbedding rules are still there; all the holidays; bans on full, open & competitive bidding etc. etc. 


*NOTE 1 - Contract was extended (to 1/94) in middle of 1990 board election when it was known that more votes were cast than in any prior election. This deprived the new incoming directors of the right to vote on the contracts during their three year terms.
